VLC Creating a File Called HNLog.txt

Sometimes when watching a video, I notice a file "HNLog.txt" pops up in the same directory as the file. If I try to delete it while VLC is open, it tells me it's open in VLC and I can't.
How can I figure out if and why VLC would create this file and in either case why it keeps it open while it's running? And how can I fix this?
