aacs folder missing

I'm trying to install the files necessary to play Blu-ray discs using VLC, but I have no "aacs" folder. I have "hidden files" set to show and I have looked in the three folders beneath "appdata" in my user folder. For that matter, I've searched the entire "C:\" drive for the "aacs" folder. I'm running Windows 7 64-bit and have installed both the 32-bit and 64-bit versions of VLC. The 64-bit version of VLC was installed last. What am I doing wrong?

You must create this folder then drop the KEYDB.cfg file inside.

Oh. Duh. Thank you.
So the "keydb.cfg" file goes in C:\Users\username\AppData\Roaming
and the "libaacs.dll" file goes in C:\Program Files\VideoLAN\VLC (for 64-bit VLC)?

Did you ever get the 64-bit VLC to play Blu-ray discs? Is this in Windows 10? If yes, please describe the steps you used. I've done all that JB instructed, putting the aacs lib in the same dir as VLC.exe, and the keydb file in a new folder .../appdata/aacs. No luck. I'd appreciate the help.
