No sound when making clips

So I just downloaded the new version of VLC Player and now when I attempt to make clips, the audio is totally absent for the first 18 seconds, then it suddenly appears. This has happened countless times and it's 18 seconds of silence every time. I'm totally bewildered as to why this is happening. I tried reinstalling and it did no good, the problem persists. What can be done to remedy this?

I have exactly the same problem, with the variation that I can have picture or sound for the first eighteen seconds, but not both. I suppose uninstalling and then installing an earlier version of VLC might help, but I'd rather not if anyone has an alternative.

Reset preferences to what exactly? When I tried that, it didn't work. Please, someone help me on this!

The audio problem happened when you use VLC as a video encoder? Why not use a professional video converter to handle the video transcoding and then add into VLC for viewing?

Suggesting I buy a professional video converter doesn't fix the problem with making clips on VLC, does it? I'm trying to fix the problem on the system I use now. Anyone else? This used to work, but it doesn't now.
