Video freezes, didn't used to, doesn't in other players

No idea if this is "windows-specific" or not as I only have Windows, so hope this is in the right place.

Specific music video, used to work fine on earlier version of VLC (no idea which version broke it)
Music video for Tetris by 2PM.

Plays fine for about 1.5 seconds. Woman says "attention!" (reverberated) then the game boy beep gets about half way through, stutters, and the video (and audio) freezes, even though the duration progress bar is still increasing.

The file plays fine in other video players.

VLC Versions?

2.1.5 Rincewind

It's been a while since I played the video so I've tried a bunch of old VLC versions and it doesn't work in any of them - which means either a Windows update caused the problem or possibly it has never worked on my latest PC (Windows 7 x64 Home, 3.6GHz i7, 16GB RAM).

Definitely worked in VLC for me at some point and, as I mentioned, the video plays fine in other video players on my current setup.
I've tried a bunch of other videos in VLC and they all work fine.

Is there any other logging/info I can provide?
