vlc H.264/MPEG-4 AVC Problem

This software has been an absolute favourite of mine for playing not just movie files, but also audio. Yesterday I managed to get a movie that has the above codec requirements. I went to the vlc site and downloaded theH.264/MPEG-4 AVC codec pack from http://www.videolan.org/developers/x264.html After downloading I extracted the main folder to a sub folder to find that the content was also a zip file seemingly nothing in it, I'm confused. It looks like the codec is already there but wont play the file, just audio saying that I need to download a codec from yify. I am not willing to do this for fear of malware or phishing etc.

I'm pretty poor at computing or coding as this question demonstrates. When you visit the page it shows the download but first you have to complete questions in a survey, seems suspicious to me as VLC codecs are probably included in the latest release like the ability to play HEVC files. I would be grateful for any advice even if you recommend to delete the file from yify. Thanks for your time Nick

I forgot to say that I'm running Windows 8.1 64bit

I am tryin to run an .avi video file.
It starts but does not give any image.
I only obtain the following message:
"This video has been encoded using the latest DviX software, if you are having trouble playing this video, please check the info.txt file to update youd DivX codex "
1.- I do not have the info.txt file
2.- I have cheched the codex in VLC preferences an it says H264-MPEG-4 AVC (part 10)

What do I have to do to play this .avi file???

Possible Solution: Tools>Preferences>Interface>Reset preferences.[ For VLC 3.0.0-git Vetinari nightly released on 2017-11-18]

I had a problem playing "Hannibal.mkv" with VLC 2.2.6 Umbrella on Windows 7 Ultimate SP1 32-bit. The codecs were same.
Resolution was 848*480. The video was lagged, got choppy for a few seconds, then it became unbearable.
I was playing the same files with VLC 2.0.6 on Android, with zero issues.

Installed nightly build: VLC 3.0.0-20171118-0254-git-win32.exe
No improvement. Scoured different posts for solutions. Followed some suggestions by developers.
Ran Ctrl+M on Debug(Verbosity:2). Then I tried changing the video output to Direct3D11, it crashed without playing.
Lastly, I cleared the preferences.

It worked. Try "reset preferences" option. One more thing, Vlc 2.2.6 Umbrella and 2.2.x Rincewind never prompted for codecs on my PC, I don`t know the reason for that. Guess it varies for each device.

Similar problem with AVC1 file playback in VLC, were the file is recorded with SYSM Camera Monitor in Windows 10 64-bit.

One can view live footage and save audio & video from certain models of WiFi mini-cameras using SYSM Monitor, also known as P2PCamViewer. It shows camera footage on screen and allows to save it to disk, or manipulate the on-screen picture. It allows to save the muxed audio & video cam footage as generic MP4, AVI, or HKV file type (this one is MP4 proprietary format specific for CN cams). While I can play on VLC the saved AVI footage, its impossible to play any recordings saved as MP4 or HKV regardless of VLC version, including nighties. Try this MP4 and HKV videos as examples.

I'm not sure if this footage is in fact encoded by the camera itself based on file format option chosen in SYSM, or encoded by SYSM. However, CPU load is very small when recording the footage, hinting its probably encoded by the cam itself. Can someone suggest a supported by VLC codec allowing to play this video? Latest version of SYSM Monitor comes with basic 200KB size HKV video player, editor, and converter to AVI, but not MP4 player. I tried other media players, and none can play any MP4 from the cam saved by SYSM.

No surprise since that's not a valid file. Seem they put MJPEG inside MP4 as AVC and expect it to work somewhere else...
