Cannot reduce window height

This is maddening. After playing a video for which VLC expands to maximum screen height, it's impossible to reduce window height because every attempt to nudge the window higher in order to get access to the bottom edge so I can make the window smaller induces the damn thing to maximise. As a consequence, VLC is now useless on this machine. What can be done?

By default, VLC will set the playback window to your video size. If your screen resolution is lower than the video resolution, the interface will be larger than your screen. First try : Tools/Preferences (Simple)/Interface, UNcheck "Reset Interface to Video Size". If that sill doesn't work, then try : Tools/Preferences(Advanced)/Video, scroll down to window properties and set the video size to equal or smaller than your screen resolution.
