Upgraded to Win 8.1, can no longer do 5 minute jump

Upgraded from Windows 8 to 8.1 yesterday, now whenever I press ctrl+alt+left/right to jump 5 minutes, nothing happens. This worked fine yesterday when I had Win 8, stopped working since I got 8.1.
I have checked the Hotkeys settings and Ctrl+Alt+left/right is set as a long jump, so that's not the problem. I uninstalled VLC and downloaded the latest version, 2.1.5 and installed that, still nothing. Jumping ahead 10 seconds and 1 minute work fine, its just the 5 minute skip that isn't working. It must be an issue with Win 8.1, anyone know what I can do?
