VLC 2.1.5 MPEG 4 (AAC) Bugged

Using the MPEG4 (AAC) audio encoder for file conversion, regardless of video encoder or encapsulation results in 2 things:
1) Pop Up error log - <red text> Streaming/Transcoding failed: <black text> VLC could not open the encoder
2) Resulting file has video, no audio
