VLC is skipping, pixelating

Hi. I am running Windows 8, 64-bit. AMD E-300 APU with Radeon HD graphics, 1.30 GHz.
I used to have VLC version 2.0.1. It skips on me and pixelates with some files, not others, primarily MP4 and most MKV files. Unable to fix it, I figured maybe I would just update and hope it went away. Now I'm using version 2.1.5 and the problem persists. The files skip horribly, often times freezing for a few seconds or more before syncing back up with the audio for a couple seconds, then doing it again.
I've tried the 'fixes' from various sources and it doesn't work. Changing the HW decode, setting the loop filter to all, etc...
Is there anyway I can fix this? I really enjoy using VLC. I can watch my movies with different language packs with this program, unlike others I've tried.
Any help is greatly appreciated.
