vlc does not find its plugins

hi!
i have a big problem with all versions since 0.8.2 (including nightly builds, windows)
vlc cannot find "some" plugins, in especially the mpg-encoders (mp1, mp2, mp4 - only video). in some (sub)versions it does not even find the div1, div2, div3 encoders.
i do not install vlc, but unzip it.
i tried to clear the plugins cache, disable it, or manually set the plugins directory - nothing works.
i need the plugins to recode the input of a tv-card (directshow) to an mpg-stream.
it plays everything, audio encoding works, but simply no video (execpt mjepg, this seems to work)
The error-message:
>ffmpeg error: cannot open encoder
>stream_out_transcode error: cannot find encoder
are there any registry entries oder something other i should delete? a known issue?

i just retried it with the official 0.8.2 release:
mp1v, mp2v and mp4v, div1 does not work, div2 and div3 works.

I get this with
0.8.2 test2
0.8.4 svn
However
0.8.0 works...
