about VLC plugin loading problem for IE11

Environment:
OS : Win7 x64
APPLICATION : vlc2.1.3
IE 11.09
I am looking for a solution to access live stream on web, so I want to load VLC on web through activeX,
But IE can’t load the vlc plugin when open the following activeX test html page provided by VLC:
%systemroot%\Program Files\VideoLAN\VLC\sdk\activex\test.html
Please someone give some advice to help me fix this problem.
