No hardware acceleration on VLC 2.1.4 x64 on win 8.1 IntelHD

I am using windows 8.1 update 1 x64 and vlc player 2.1.4 x64, hardware acceleration does not work, i have tried with 360p, 480p and 720p files. 720p can use as much as 32% cpu. The driver is the built in driver in windows as intel doesn't offer updated drivers for intel 1st gen core i3/i5/i7 apus, i'm using the laptop core i5 430m 1st gen apu. The driver isn't the problem as MPC-HC plays the 720p file with 1.5% cpu and shows "Playing [H/W]" in the status bar too.

Do the developers already know about this problem or not, if so do we know when it will be fixed? Hardware acceleration works perfectly in win 7 sp1 x64 btw.

Here is my log: http://pastebin.com/eKTRAXMV

I have just my post with my log, hope this helps. I created an official bug seeing as no-one replied to say whether this is a known bug or not: https://trac.videolan.org/vlc/ticket/11578#ticket

Your log screams of disable hardware decoding acceleration in the VLC preferences.

It turns out that Tools-Preferences-Input/Codecs-"hardware accelerated decoding" was disabled. Why is this disabled by default? Also i use the advanced settings mode normally, where is this setting when you choose the advanced mode? Fortunately i can now play 1080p with 6.5% cpu now.
