snapshot taken not clear from tv episcode.

Hi,
Today I try to take snapshot of the recorded *.ts video files that broadcasted via the television, I find that the image is not clear as the people in the video is still moving after I pause it. There may also be caused by video compression? So is there any tips I can make better and clear snapshot from vlc? Is there any settings I can try?
