vlc doesn't play thi mov video

i tried to open this video file with vlc 2.1.3 32bit ,windows 7 64bit and w8.1 64bit
i can hear the voice but can not see the video
i mean the video is stuck at the first frame

so it's my issue
i tried to increase , nothing , i can only hear the voice

I can play it fine in VLC 2.13 in WIndows XP.
