where is "log" for DVD that will not load

Will only load + play via DVD player, will not load on laptop (I have tried it on 2 PCs too, with same failure)
All 3 DVD/CD drives on laptop + 2 PCs all "struggle" to load the DVD.
Disc surface looks perfect (a rental)
I wanted to watch the movie on my laptop
VLC showed a new window "Errors"
(On VLC Forum I found one post "Tools" menu, but nothing on my version of VLC)
Win7 64-bit
- VLC 2.1.1 Rincewind -- did not open
- DVD would not load nor eject, had to emergency shutdown
Win7 32-bit (Toshiba laptop)
- VLC 2.0.8 Twoflower -- source of "Errors" window ... SEE "Edit" below
- DVD would not load, but did eject
WinXP sp2
- would not load, but did eject
Are DVDs being coded to not play on anything other then a pure DVD player ?
I am not an expert, would appreciate any feed back, thank you

Just updated laptop from "2.0.8 Twoflower" to "2.1.2 Rincewind"
- DVD now loads and plays
BUT ...
Win7 64-bit
- DVD will not even load. Would this be a hardware problem
- VLC 2.1.1 Rincewind -- does not even open

Where would I find the log.Playback failure:
VLC cannot set the DVD's title. It possibly cannot decrypt the entire disc.
Your input can't be opened:
VLC is unable to open the MRL 'dvd:///D:\'. Check the log for details.
