Looking Digital TV with USB TV Tuner & VLC : Windows 7 vs XP

Is it possible that VLC can perfectly access Digital TV (ATSC in my north america location) through a USB TV Tuner (Hauppauge 950Q in my case) in a Windows XP setting and not be able to do the same in a Windows 7 setting ?
This exactly describes my success in viewing digital TV on my 2 older Windows XP computers (HP and DELL) and my failure to do the same on my 2 newer Windows 7 computers (DELL Vostro and SAMSUNG). In both setups, I have used the same USB TV Tuner (Hauppauge 950Q), the same list of channels (listed in a small xspf file) or, in a one by one inscription, the same channel frequency (Tab ''Open Capture Device'' ''Capture Mode - TV Digital'', ''ATSC'' (as I live in Montreal, North America'' and 501250000 kHz for instance)). With both Windows 7 computers, instead to successfully visualize the TV, I get the following error message (apparently suggesting that VLC does not recognize the USB TV Tuner) :
Digital broadcasting:
The selected digital tuner does not support the specified parameters.
Please check the preferences.
Your input can't be opened:
VLC is unable to open the MRL 'atsc://frequency=501250000'. Check the log for details.
Finally, with both Windows 7 computers, I have been extra-careful to install and update the driver for the USB TV Tuner, made sure they can normally visualize the differents local TV channels through the Hauppauge software, and, suspended the firewall without any success.
As I am not a pro with computers, I might have missed something obvious in the settings of VLC. On the opposite, I might simply be facing an incompatibility of VLC, Windows 7 and the Hauppauge 950Q USB TV Tuner.
