Global Hotkeys Respond to Wrong Keys

I noticed a huge problem with global hotkeys today.
I'm using VLC 2.1 on Windows 7 64-bit.
When I set a global hotkey, for example I bind "Media Next Key" to next and restart. The result is, that pressing the media key does nothing, but vlc responds to pressing the "M" key. Or when I bind next to "Control + Shift + Right" vlc will only respond the the "R" key. It appears that VLC will use just the first letter of the key name as hotkey, which is very annoying and makes global hotkeys completely useless.
While searching I found a number of threads mentioning problems with global hotkeys on Windows 7, but no one described a similar behavior.
There is no process running that uses hotkeys, at least not to my knowledge.
