VLC and Intel Quick Sync Video Encoding

Hello,
I'm trying to live transcode videos using VLC.
I see that VLC 2.1.0 (32-bit) supports intel quick sync video encoding (QSV) under advanced options - qsv - enable.
Side note, I also found out that VLC 2.1.0 (64-bit) does not support QSV as its missing from the options.
So in VLC (32-bit) I checked the toggle box, yet when I start the VLC transcoding I do not think that QSV acceleration is working. My cpu usage remains the same.
I installed intels media SDK, just in case I was missing some files, and received no change.
Am I doing something wrong. Is their a special way to enable/use it?
