Some TS Files Won't Play

I'd be grateful for help with a problem I'm having with VLC Media Player. I'm running
VLC 2.1.0 under XP Pro SP3 and find that some but not all .ts files consistently fail to
open in VLC - the program hangs, using CPU, but doesn't even get as far as displaying
the playing time of the file. The offending files play successfully in VideoReDo Plus
Version 3.10 and WinTV 7 V7.0, which latter program is used to record them from
broadcast TV.

An attempt to play test.ts with debug logging enabled yielded:
libdvbpsi error <PSI decoder>: TS discontinuity <received 4, expected 0> for PID 18
libdvbpsi error <PSI decoder>: TS discontinuity <received 4, expected 0> for PID 18
libdvbpsi error <PSI decoder>: TS discontinuity <received 1, expected 0> for PID 0

VideoReDo can be used to report a video file's properties. The only striking difference
I can see between test.ts and a file which runs successfully in VLC is that the TS
Mux Rates for the two files are reported as 0 bps and 3200767 bps respectively. The
two reports appear below.
