CPU & GPU relation

Hello,

I have a question about the relation between computer configuration and performance.
My pc has been working under Win7 with 16GB Ram. Upload speed is stable and around 10Mbps.
Pc has only "one CPU" and two capture cards. When I transmit two video contents at the same time, CPU goes up to 100%
If I add a GPU into the computer and stream with GPU acceleration, do you think that CPU consumption reduces drastically? Would it enhance video quality?

The cost is mostly on encoding. What is your CPU?

AMD A8-3870 APU with Radeon 2.99Ghz

... So, if I integrate a GPU nothings differ?
