Streaming delay and regular audio glitch

Hi,
I am using VLC to stream video across a computer network. We are using windows media player to play the stream. There are some details below of how things are configured.
I have two problems:
Problem 1.
There is a glitch in the audio about once a second.
This is like a slight pause in the audio. I thought maybe the CPU did not have enough power so I ran the windows task manager. This showed that the CPU and memory were all OK. Interestingly while the task manager was running, the problem became less and there have been times when running the task manager solves the problem completely.
Thoughts?
Problem 2
The delay between the analogue video and the stream gets bigger and bigger. Something is buffering and playing slow I guess. It starts out at a respectable 10 seconds or so but after an hour or so it get to be about a minute and after 8 hours it is several minutes of delay. So the people watching the stream are several minutes behind the action.
Thoughts?
This problem happens irrespective of the number of clients. It can be running media player on the same computer as the instance of VLC that is creating the stream or one or more clients elsewhere on the LAN.
INPUT
Composite video 625 line PAL 25fps.
Vidoe Input device is a Pinacle Dazzle
Because I can not get the audio input to work on the Dazzle I am using a Tascam US-122 to input the audio.
STREAM SETTINGS
Destination> HTTP
Port = 8080 Path=/go.mpg
Yes Activate Transcoding.
Video - MPEG-2 MPGA (TS)
Note: I edit this profile and set the video codec frame rate to 25pfs
COMPUTER
Quad core. Windows 7 pro 8GB ram
NETWORK
All the computers are on a LAN. The LAN does connect via a switch to the internet. We are not running any extra stuff like browsers while streaming or watching video.
All suggestions appreciated.
