Windows Explorer sees Chinese characters, VLC does not.

How can I get VLC to see the chinese characters?

On a unrelated note, how can I edit file tags (I think that's what you call them) so that the name shown on Windows Explorer is exactly the same as the one VLC displays? For example, Windows Explorer may see the file name as "Michael Jackson - Billie Jean" and VLC will see it as "6. Billie Jean," assuming the music file was ripped from a CD album.

Most probably your files metadata are not encoded correctly. Reencode them as Unicode.

I googled what that means and I'm not really sure. Am I supposed to find an ID3 tag editor?

If your files have ID3tags, you need a tool to rewrite them as Unicode, yes.
