How to get media player over other window

I'm not sure how to describe this, but the other day I was playing a video with VLC. The video started playing, but it was behind this weird menu: http://paulrittman.com/VLCScreenshot.png Either this was the only window in VLC, or this window was on top of anotehr window playing the actual video.

How can I get the actual video to be shown, as opposed to this one?
VLC 3.0.10 on Windows 10
