BluRay "Missing keys?" but KEYDB.cfg is being loaded

VLC says: "Your system AACS decoding library does not work. Missing keys?"

OS: Win 7 SP1 64-Bit

I updated to VLC 2.0.6 and followed the instructions at: http://vlc-bluray.whoknowsmy.name/

Dowloaded libaacs.dll (32-Bit version, appropriate for my 32-Bit VLC). Put libaacs.dll in the VLC directory where vlc.exe is.
Downloaded KEYDB.cfg (the latest version 20-04-2012) and put it in a folder called AACS in my %AppData% folder (so it is C:\Users\MyName\AppData\Roaming\AACS\KEYDB.cfg).
Ran VLC, went to Media --> Open Disc, selected BluRay, which auto-selects "No disc menus".

Then I get the message:

"Your system AACS decoding library does not work. Missing keys?"

Whilst this message is up I went to the KEYDB.cfg file and tried to move it to check whether it was in use. Windows pops up a message saying that it can't be moved because the file is in use by VLC 2.0.6.

So... libaacs.dll is definitely being loaded and VLC is definitely finding and loading the KEYDB.cfg file, but it simply does not work. I have tried this with a BluRay from 2007 and one from 2009. Same results.

I then tried with the experimental 64-Bit VLC with the 64-Bit library and the result is the same. What on earth is going on?

(Also, it says to check the log for details, but there is nothing under "Tools --> Messages" even when I set verbosity to 2.)

(Also, I can copy the BluRay to my hard drive using MakeMKV without any problem, so the actual drive seems to be working fine.)

It's a bit harder to get logs on this issue, to be honest, but doable with a full shell
