VLC v205 on W7 will not Stream...

Using the GUI, or the CMD line below, I can stream out from an XP-PC, as verified by Windows7 and Linux VLC players. The exact same setup and file (in equivalent folder locations) will not stream out of a 64-bit Windows7 PC-- 2 different Lenovo laptops to be precise. Firewalls are turned off to the extent I know how to do. The symptoms are "File reading failed ..." and "Your input can't be opened ..." errors and then the app crashes. UDP, RTP, RTSP, multicast or unicast does not seem to matter.

vlc "testfile1.ts" --loop :sout=#duplicate{dst=std{access=udp{ttl=1},mux=ts,dst=224.2.2.2:1234},dst=display} :sout-all :sout-keep

Is this a known bug (being worked on?) or what?

Any workarounds or W7-specific items to do?

Please don't suggest other VLC versions for me to try, unless you can explain where to get the "nightly builds" I see references to-- if those are compiled binaries. I really don't have the time or resources to be compiling code-- because that is all I have seen in the archives.

Any and all will be appreciated. PS: Any Auzzies going to see the F1 race?

Either this is a self-help forum, or everybody else realizes VLC v2.x.x does not really work on W7 x64 boxes, eh? After trying even more variations, I found relief at OldApps.com/VLC_Player.php for oldies but goodies.
v2.0.3x64 and v2.0.2x64 were no better, but v1.1.11x32 streams out correctly. It is only 32-bit, but neither is v2.0.5, and the older versions actually work for UDP & RTP, from GUI and CMD line. This command line, with optional rearrangement of VLC options for better readability streams a playlist populated and saved by the GUI.
vlc.exe "testlist-1_3.xspf" :sout=#duplicate{dst=udp{mux=ts,dst=224.2.2.2:1234},dst=display} --sout-keep --loop
Also got simultaneous UDP & RTP outputs by replacing dst=display with dst=rtp{... and another port or address.
Still no luck with RTSP . . . looks like a port number deal . . . because I can receive a RTSP stream in VLC from Live555. Not that important to me anyway. Streaming out from two different files is my next objective, but am guessing that is a job for VLM
Maybe others will read this and benefit from my trials and tribulations with TwoFlowers.
