Does RC Interface have more Commands than Telnet Interface ?

1 - Does the RC/Remote Control Interface have more commands than the Telnet Interface ? I read here http://wiki.videolan.org/Console
"It is comparable to the rc interface, but less advanced."
In what respect is it less advanced? Limited command set or what?

2 - Also - when using Telnet to Add a file - Fullscreen command only works when video is playing - and it returns to the mid-size window when video ends
How to force fullscreen all the time using Telnet?
