making VLC settings permanent

My VLC videos are bigger than my PC screen. I can remedy that each time with a Hotkey (either zoom or decrease); but I'd like to set the size permanently. How do I do that?
Menu Tools -> Preferences (Show Settings = ALL) -> Video
Then on the right panel scroll down to the Window Properties section.
