Modifying mouse Gestures

Hi,
could someone point me please in the right direction as how to modify the mouse gestures?
My goal would be to use the gesture for Pause/Play to additionally deactivate/reactivate the "always on top" option.

Is that even possible and if so, how do I accomplish that. At the gestures wiki I didn't find an answer, and the "libgestures_plugin.dll" was the only file I found that could probably be responsible for the behavior (but I have no Idea as how to modify the dll..)
