How do I solve dithering?

The video is dithering when get a stream?
i use vlc0.8.6.
There are some stripes when the character move.

This is the result of low bandwidth encoding of the video. There's nothing you can do at your end. The source needs to use more bits for each second of video, or a better compression codec.
