My dorm wants to be able to stream a single playlist over the dorm's network so that the same song is playing at the same time in any rooms that want to play music.
I assume VLC is the best choice for this setup, but I have not been able to get it working. Is VLC the best choice? Can anyone point me in the right direction to get this started?

I'm not really sure where to start is the thing. I can only find out all the basic network info from ipconfig and my router, past that I'm not sure. I've been searching for a step by step process but there hasn't been anything I've found that has been clear cut. What is the basic info and process needed to stream using UDP over a LAN and receiving the stream?

You can use the streaming wizard.
But basically, you can stream in UDP to your yourIP:1234 for example and all the computer connect with VLC to that adress in order to read it.

I'm not sure about the LAN allowing UDP packets being forwarded, spiridonas, and I'm not sure of the network config either. Our IT department isn't the brightest, but I do know that the network uses DHCP and the assigned IP on my computers that I get from ipconfig is different from the ip that whatismyip.com gives me.
If you can follow me, I tried this without success. Using two computers in the same workgroup on the network, I loaded up a playlist on the desktop and selected stream/save and pressed the settings button. I selected UDP and play locally. I tried leaving the UDP slot blank, adding in my ipconfig ip, and adding in the whatismyip ip into the UDP slot, all using port 1234.
Using my laptop I tried connecting using VLC's open stream option. None of the three settings worked.
I also tried out http but that was a no go as well.

In the same workgroup, there is no way that you can't do it... It is very easy...

Did I do something wrong? Both computers can see each other in the workgroup and get shared files from one another, so I must be doing something stupid.
In the final scenario, multiple computers from around the dorm will all be accessing the same stream, but I can't even get my two computers to stream using VLC.

Try the following
Stream a video, audio ... using a unicast address for example the IP address of a computer in your campus and confirm that that computer receives that stream.
computer A Computer B
IP 10.0.0.3 -------> IP 10.0.0.4
(Sender) Receiver
For example stream on 10.0.0.4 (from A to B) using UDP option
If that works then try to stream on a multicast address (224.2.2.2) for example
Pleased make sure that computers can receive multicast packets
- type "route add 224.0.0.0/4" for Linux
.................
But the main reason, I'm afraid, is that the network configuration for your campus does not allow multicast streams.... You may contact with your network administrator and ask for a multicast address (and a port) to be released, if that is true.
