Substantial bitrate fluctuation in streaming...

I am using VLC to stream a DVD -> IP (UDP), and noticing substantial fluctuation in the stream, to the tune of 300-500+ Mb/s fluctuation at scene changes and such. In turn, this fluctuation results in "breakup" or "hiccups" on the receiving end. I am not transcoding, but transcoding (mp2v/mpa) seems to make the situation worse. I'm curious if anybody else has experienced this, and/or found a solution to "smooth out" the stream, so to speak.

Please let me know if any further information is needed. Any help appreciated. :)
