Most people have had to work with there capture device to get it setup so that it works correctly with VLC. Rather than do this every time VLC is launched or set the preferences section of VLC they have created a playlist .m3u file that contains the setup.

There is no list of capture devices to draw on to show you what is right or wrong for your device. It appears as though you have never setup your device and it just kinda sorta works but now you are experiencing problems because you never setup your device.
But beside not answering this question you are still not answering my first two questions as I was assuming here. In answer to my third question you told me the make of your video card and that was not what I asked for. You avoided my fourth question by telling me the versions you have tried which again was not what I asked for. So it makes it imposable for me to make any recommendations.
Perhaps it would be best to stay with the older version of VLC as this seems to work for you!
