S L O W VLC startup

As long as I have had VLC installed, it has taken it the longest time (24 sec) to start. I have read about disabling the "scan for plugins" setting and the VideoLAN > VLC > plugins > plugins.dat file as fixes and I have done both without any change. This delayed start is only if the program has been closed for an extended period of time. If I use it repeatedly, it starts instantly after the initial startup. I have a friend who uses VLC regularly and he has never had this problem. Have others experienced this odd behavior? Is there a fix?

There are three compounding reasons why VLC may be slow to start:
  • the plug-in cache is missing or corrupt,
  • an antivirus is taking its sweet time scanning VLC files,
  • the disk cache is cold (especially on Windows, which is the most ineffective OS in this respect).

I had startup delays of 12 sec. or more on my systems every first time I started VLC after a boot.
This was related to Windows virus protection.
In the virus- and threatprotection settings I excluded the process vlc.exe
That fixed the start delay after reboot on my systems
