start vp9

Good time of day. And are there any ways to improve the launch of streams from the vp9 video codec in vlc ... They are too hard to launch, with wild and sometimes quite lengthy artifacts, especially when broadcasting such streams over the network... Clients are such streams. they may not start the first time....

p.s.
Rewinding to vp9 is generally dark.... It only works with the plugin libmp4_plugin.dll from vc very old versions. The latest version where rewind works is 3.0.10 (if I'm not confusing anything). But that's a completely different story. To win at least the launches of this miracle....

What is your OS ?
What is your hardware, especially CPU and GPU ?

200 MB max should be enough but a full complete short file is better.
