sound sync issues on latest Windows 10 and latest VLC

The sound never syncs with video for h,264 or h.265 either HD or 4K although the video plays smoothly. It is not a constant delay and sometimes improves (but not 100%) if set to continuously loop the video. Windows media player it is sync'ed perfectly and in daVinci or other pro tools it is sync'ed perfectly. Seems not to matter what Audio codec (PCM, AAC, etc) or bit rate (but typically using 8-10 Mbps total for HD h.264 and 18 Mbps total for UHD 4K h.265). Doesn't seem to matter container (mp4, mov, etc).
Hardware is HP Zbook G5 with 48GB, i7-8750H CPU 6 cores (12 hyperthreaded cores), SSD main drive and nvme scratch disk, and NVIDIA p1000 GPU.
64 bit Windows 10 Pro 22H2 19045.4291.

This is usually a sign that your computer clock and audio clock are not in sync, most often because of bugged power management. How to fix this depends heavily on your hardware.
