VLC Record Feature Issue

All,

I have a .MKV video file that I need for work. THe video file is too long and so I was attempting to use the "record" button (the red button in advanced controls) to basically take a snapshot of the 30 seconds of video I need. The player will save a new file but when I attempt to open it again in VLC, it will not play the file. I have been unable to locate any similar issues to this one online. I was hoping maybe someone here might understand what I am referring to. I attached some pictures that may or may not help.

Please post the Media Info report of both files, the source file and the destination file:
