VLC 4.0 recent beta does not play video on webm vp9

Hello developers

On February 9, 2023 I downloaded the nightly version of VLC 4.0 to test audio and video playback

Remembering that I tested in all possible builds of 32 bits, 64 bits and LLVM, but unfortunately I couldn't play the video in webm vp9, but in VLC 3.0.20 and 3.0.21 (3.0.21 beta) fortunately it went well.

But today an error occurred to me that the video format webm vp9 does not want to open

Only a blank dialog box appears then closes by itself, but the default VLC 4.0 interface does not open

I will send a video for verification

But unfortunately there was no way to send the verbosity error report 2

Remembering that I have already enabled automatic, Direct3D11, Direct3D9, NVDEC video decoder and disable, but unfortunately none of the modes works with the webm vp9 file.

Since it will probably take a while for the final VLC 4.0 to be released, we would like VLC 4.0 to be more comprehensive and cost-effective in terms of multi-format playback and for VLC 4.0 to add new audio and video formats and new video codecs. according to FFmpeg.

And have better response quality when clicking, or opening the audio/video for playback.
