Play playlists where you left off, and file history

Good afternoon. I am using VLC on Windows 10. I have two queries.

1. I have several playlists created, and when loading them, they start from the beginning. Is it possible to make VLC, when loading a playlist, continue playing where it left off, just like playing videos? My playlists are mp4 files.

2. Even though I have the "Save recently played items" option checked (Preferences - Interface), whenever I open the program, absolutely nothing is displayed, I have no way of knowing which playlist I was using recently, nor what file I've been playing (usually mp4). How can I see what playlist, or file, I was playing recently?
I hope I have explained myself well, since I used Google Translate to write this post.
