What causes this large rectangular incorrect frame at the bottom of the media?

I've been googling this off and on for days but haven't seen anyone else with the exact same issue, nor do I know what to call this problem.

I've tried with hardware accelerated decoding off and on without any changes. It looks like it's holding just the bottom part of the previous frame into the next one.

I've also confirmed there is nothing wrong with the file itself. I currently have the video on an external drive, I moved it over to a 2nd PC with VLC media player and it ran the same sections without any problems. The issue is easy to replicate as it will always occur at the same timestamps. In addition to this, I've also been able to get this problem to occur in MPC-BE at the exact same timestamp and only on the current computer that I'm on. The problem doesn't occur in MPV. I'm just very stumped here.

Please open Tools -> Messages (set Verbosity to 2) before you start the playback, and then paste the full resulting log here or on Pastebin.com or on Justpaste.it if it's too long.

Also upload a short sample of your original problematic file to WeTransfer.com or Disroot.org and then post the link to the file here.

200 MB max should be enough but a full complete short file is better.
