VLC always play lowest quality when streaming from .mpd url

Hello, I am using vlc version 3.0.18 64bit on windows 10. When I play video from .mpd url stream, vlc always play on lowest quality. I have set the preferred video resolution on input/codec preference to Best available buat it still plays on lowest quality. I am sure it's not from my internet speed. Any solution for this? The .mpd url is from intagram live.

Yes, I can repoduce the issue while other players, including FFplay, are able to automatically switch to the best available quality.
