Try another video output module:
http://wiki.videolan.org/WindowsFAQ-2.0 ... _output.3F

You can also try with and without hardware acceleration.

If it doesn't help then reset the preferences and try again:
https://wiki.videolan.org/VSG:ResetPrefs

In preferences click the Video button and set Output to "D3D11 video output".

Next, click the Input/Codecs button and set Hardware-accelerated decoding to "DirectX Video Acceleration (DXVA) 2.0". Save, exit and restart vlc. This combination works best for me.

Incidentally, both your images look the same to me. They're both blurred (and no, I haven't had too many beers today)

Are you streaming from somewhere, or are the files located on your own machine? If you're streaming please post the link to the site.

Also, please post installed Windows version. For example, Windows 10 version 1803.

In addition, if Windows 10, was the PC upgraded from a previous version of Windows and if so, which one.

Looks like you have some video filter enabled. Check Tools -> Effects and Filters -> Video Effects

If it doesn't help then reset the preferences and try again:

So it doesn't work with any video output module ? :
http://wiki.videolan.org/WindowsFAQ-2.0 ... _output.3F

D3D11, D3D9, DirectX, OpenGL or Windows GDI, none of them is working fine ?

If so, then check the specific VLC settings in your graphics card control panel.
