When I try to upgrade, I get the message "It was not possible to download a cryptographic signature for the downloaded file .... Thus it was deleted."
I find reports of the problem dating to 2004, seventeen years ago.
I find some closed bug reports of the problem. None with solutions.
I cannot find an explanation, solution or workaround.
How can I upgrade my copy of the program?

Don't use the upgrade utility. Just download a fresh copy from the official site and run it: https://www.videolan.org/
