The videolan site to file bugs to has changed and has moved to code.videolan.org. It's now become necessary to register there which requires 2FA. After creating username and p/w users are presented with a QR code. The problem here is that my phone doesn't support that so I can't complete the registration. Why make things easy when you can make them difficult!
I had the same problem, and was able to authenticate by installing the "desktop" Authy application (
https://authy.com/download/) on a computer. You can then use the alphanumeric "code" from code.videolan.org instead of the QR code, but you have to create an account with Authy and it's quite cumbersome.
If you want to avoid the two-step authentification, you can create an account with GitLab.com (
https://gitlab.com/users/sign_up) and use that account to log in to code.videolan.org. I ended up deleting my code.videolan.org account and using a GitLab.com account instead. Getting that done was even more cumbersome. I think it might have asked for a two-step authentification initially, but since then (which was yesterday) I have been able to log on to code.videolan.org without one.
