My preferred Handbrake settings produce files VLC 3x will not play

Ever since release of VLC3x including the recent release, files I've created in Handbrake do not play but are pixelated or have line bars.

Windows 10

am still using 2x without problems.

Perhaps this will be fixed in 4x release?

I don't have an account at Dropbox so I can't download the file, but playing it on the site it's not pixelated.

Suggest you upload the clip to either Zippyshare or WeTransfer. You don't have to create an account on either site and we can download the file from both of them.

It's playing fine for me with VLC 3.0.12.
Please open Tools -> Messages (set Verbosity to 2) before you start the playback, and then paste the full resulting log here or on Pastebin.com if it's too long.
