Next frame keyboard shortcut disfunctional

This is not so much troubleshooting as it is bug report.

Problem started with Windows 10, with RTL support, confirmed on 4 different machines. Happens in both active keyvoard layouts - English(US) and Hebrew, with and without CapsLock.

Next frame shortcut (default - e) doesn't work. Several others keys I tried to assign to next frame function failed as well, but Ctrl-Shift-Right arrow works fine.
I subscribe to this thread, and will give further details as per request and my ability.

In vlc hit Ctrl + P to open prefs and then click the big Reset Preferences button at the bottom. Save,exit and restart vlc.

Tried that too. Did not help. Note that resetting all settings for correcting hotkeys malfunction is not reasonable - and anyhow it didn't help.

I have workaround assigning Ctrl-Shift-Right arrow. Still - it shouldn't have happened.
