Video cut off, zoomed in slightly, and left edge repeated (VLC 3.x)

I just experienced a bug in VLC Media Player 3.x. I tried both nightly builds of 3.x and 4.x. The bug happens in both Nightly and Stable 3.x versions, but doesn't happen in nightly 4.x versions.

In the buggy video, there is a green line at the left, the leftmost 24 pixels seem to be repeated, and the video is slightly zoomed in, and the right side is cut off.

The video was recorded from a Samsung Galaxy S4 phone using the built-in camera app. I shot a slow-motion video to measure input lag in a game, and I was trying to view it frame-by-frame in VLC, but the player sprite got cut off.

Also, I forgot my username and password for the bug tracker.

OS: Windows 10.0.19041.450
Hardware: Intel Core i5 6300HQ (Intel HD Graphics 530)
Messages: vlc_messages.txt
Happens every time I try to play the file on Version 3.x
Codec: H264 (mp4 container)
