Then there's a windows issue with decoder again.First, I tried with vlc-3.0.11-win64-a3c218f1.zip but it didn't open any HEIC file.
Then I tried with vlc-4.0.0-dev-win64-c98b8e88.7z, deleted the whole %APPDATA%\VLC folder, but it just doesn't run properly on my Windows 8.1 machine. I got an unusable small window (like Ctrl+H mode) without any menus nor controls which doesn't react to mouse right click either:

medialibrary issueHey there. I want to report and please try to fix this annoying bug.
First of all 4.0.0 is superior in playback than 3.0 version. Especially for HDR content. I cannot go back to slugggish v3. v4 is great.
When I open the app, it is OK. But, when I play a video, whether app closed or running it always gives me the same error.

I then tried using the EXE installer, (vlc-4.0.0-dev-win64-82b51438.exe, rather than MSI installer), and this does install correctly.
