H265 support

I am using VLC 3.0.10 64bit on Windows 10 1909 with a laptop Intel i7-6600U (Intel HD 520 graphics).
I have no trouble playing H264, Xvid or WMV files with standrad settings. With H265 (HEVC) files it freezes after about 20 secondes. I have to disable hardware decoding to solve it. MPC-BE plays the files fine with DXVA-HD enabled for both resizer and downscaling.
