VLC was crashing every time I opened it...

...as it so often does. So I uninstalled it and reinstalled it. Now, VLC won't respond period. It's unusable. The only way I was able to get around the crashing was to open VLC and then choose the music or video I wanted to access via the "Open Folder" command. And now VLC won't boot up. Should I uninstall/reinstall again? I was running version 3.0.8. (I notice that I downloaded the 32-bit version rather than the 64-bit. Might that be the issue here?)

Did another un/re install to the 64 bit version. It gives with the same "Ooops!" crash notice, but if I click "No" on the reports option, I'm back to where I was--I can access the program and open stuff up via the folder. Guess it's okay. It works, and that's something.

I noticed that there's only 29 minutes between your first two posts so I guess you opted for the reinstallation. But if the problem reappears try resetting preferences as the first troubleshooting option. You'll find it by clicking Tools ---> Preferences and then click the Reset Preferences button at the foot of the menu.
