FLAC files causing stutter/choppy playback on Win 7

Thinkpad x230
Intel Core i7 3520M @ 2.90 GHz
8GB Dual-Channel DDR3 @ 665 MHz
Intel SSD Pro 1500 Series 180GB
Win 7 Ultimate 64-bit SP1
VLC 2.2.1

Having plyaback issues on FLAC files that seem to act up when running other programs simultaneously with VLC. I have ensured that the Output Module is set to WaveOut, and have increased the File caching (ms) value to 1000. Neither have solved the problem. I wonder if there is a way to promise/prioritize a certain amount of system resources to VLC to prevent this from happening. Already set the process to Above Normal and High in task manager, which also failed to solve the problem.

Try another audio output module:

looks like tcpip, usb driver, and ndis.sys are big offenders. suggestions?
